Chairman Standing Committee on Communication (FPCCI) Former Minister Information Technology, Health and Environment Muhammad Noman Saigal said observing the root cause of casualties referring to the illegal and abrupt installation of Gas Cylinders in the transport industry as well as other public sector industry, could only be secured by adopting the environment laws which can be considered after managing public hearing for Environment Impact Assessments. By this activity all the stake holders will be involved in the process of any usage of CNG or relevant gas equipment. The permission or NOC will only be granted after going through all the safety precautions in the interest of the Human Lives.
This practice takes place all over the world as CNG Cylinders are very sensitive and can cause heavy damage and is a great threat to Human Lives if they are not properly used.
The PEPA act 1997(Pakistan Environmental Protection Agency) has all the relevant features to manage the security of Human Lives when it comes to any environment implications. Snap checking of transportation by Sindh Environment Protection Agency should take place regularly and the SEPA should be allocated funds for this activity. Educational activities should also take place in this regard and the provinces should be given special funds in this regard and environmental consultants should be hired. The CNG Cylinders should not be sold without proper certification.
The criminal law code can also be developed in the light of environmental laws after going through the EIAS in connection with the use of gas cylinders.
